Is Sunshine Really the Best Disinfectant: Edward Snowden, PRISM, and the NSA

In keeping with the theme from yesterday’s post about Edward Snowden and the leaks about PRISM and the NSA, I thought I’d share something that I was reminded of when I was watching some of the coverage of it earlier this week. Before doing that though, if you haven’t, and regardless of your position on whether he should or shouldn’t have done this, I would urge you to read the article and watch the clip about him in The Guardian.

A couple of days ago I happened to catch a segment of Morning Joe where one of the journalists who broke the story about the NSA, Glenn Greenwald, was on. The clip is about 20 minutes and there’s an interesting exchange between one of the hosts and Greenwald. The part I’d like to highlight today happens towards the end of the segment. I think it was Willie Geist who asked the question and included the phrase, “Sunshine is the best disinfectant,” in reference to getting the information about these programs out in the open. This reminded me of a paper I wrote for a Public Administration class and I thought it might be useful if I detailed some of the research I used for that paper.

The idea that “sunshine is the best disinfectant” with regard to public administration stems from the idea of government reform. In a 2006 paper in Public Administration Review, Paul C. Light defined four tides of government reform:

All government reform is not created equal. Some reforms seek greater efficiency through the application of scientific principles to organization and management, whereas others seek increased economy through attacks on fraud, waste, and abuse. Some seek improved performance through a focus on outcomes and employee engagement, whereas others seek increased fairness through transparency in government and access to information. Although these four approaches are not inherently contradictory — and can even be found side by side in omnibus statutes such as the 1978 Civil Service Reform Act — they emerge from very different readings of government motivations.

These approaches also offer an ideology for every political taste: scientific management for those who prefer tight chains of command and strong presidential leadership; the war on waste for those who favor coordinated retrenchment and what one inspector general once described as “ the visible odium of deterrence ” ( Light 1993 ); a watchful eye for those who believe that sunshine is the best disinfectant for misbehavior; and liberation management for those who hope to free agencies and their employees from the oppressive rules and oversight embedded in the three other philosophies. My point in sharing this article wasn’t to say that the idea that sunshine is the best disinfectant is good or bad, but merely to put it in context with some other ways of reforming government. You can decide for yourself which you prefer. In fact, there’s a handy table for differentiating the four:

Canada Needs to Diversify its Export Strategy

During my last semester as an MBA student, I decided to take a class in International Relations theory. It was certainly a challenging class, especially considering I’d never had a course in political science. There was a steep learning curve in the beginning, but I learn very quickly, so I was able to stay right on track with the material. The last paper I wrote for that course had to do with Canada and NAFTA. I don’t think it’s a good idea to share the whole paper (22+ pages), but I thought I’d include pieces of the conclusion. Any hyperlinks below were added via WordPress’s “recommended links” and weren’t part of the original conclusion. Enjoy!

At the outset, this paper attempted to shed some light on Canada’s relationship to NAFTA. After the literature review and subsequent analysis, there certainly seems to evidence that Canada made the choice that benefitted the country the most [economically] when it signed onto NAFTA. As the [academic] literature has shown, there will continue to be calls for the three North American countries to further integrate. This certainly may help all of the countries of NAFTA, but it is hard to say that with Mexico still far behind the US and Canada, economically. In time, one would expect that Mexico could become a global economic force, but for now, there is still much work to be done. As it stands now, Canada’s main purpose for being part of NAFTA seems to be because the US is involved. As a result, one would expect that Canada would continue to be part of NAFTA and continue to strengthen its relationship with the US. If NAFTA were just an agreement between Mexico and Canada, there probably would not be a NAFTA.

After analyzing the data, one of the most important takeaways is that Canada needs to continue to diversify its exports strategy. The vast majority of Canadian exports are to the US. In the beginning, this was probably out of convenience. The US market is much larger than Canada’s and it is right there. However, as events like the global financial crisis foreshadow the possibility of similar and bigger events, it is important for countries like Canada to ensure that they are not too invested in the success of one nation. If for instance something were to happen to the US such that it pulls them [the US] down into a recession like Japan saw in the 1990s, Canada would undoubtedly be affected. Although, some may argue that if this were to happen, the whole world would probably be pulled into a recession. However, as Canada demonstrated by its resilience during the financial crisis, it is possible to mitigate the effects of a catastrophic event. This is exactly why Canada needs to continue to seek out free trade agreements with other countries. The more free trade agreements that Canada can enter into, the more insulated it will be against a possible economic collapse in the US.

Tying Up Loose Ends: Food for Thought and Brief Hiatus

Since moving to the new domain (www.JeremiahStanghini.com), this has been the longest time between posts. The last post I wrote was on April 5th. The hiatus from posting will continue for a little while after this post because I’m working on the last requirements for finishing my MBA. There are about 3 weeks left until the end of exam period, so I’ve got a few papers/presentations to finish and a lot of grading of papers/exams.

Whenever I open my computer I see the list of posts that I’ve been meaning to write. In an effort to “clear out some mental space,” I thought I’d do what I’ve done a couple of times in the past and flush out my list of posts to write. In this way, the list will be fresh for when I come back (save for the few cognitive biases that I still want to write about). So, without further adieu, here are some of the things that I had planned on expanding upon. I hope you enjoy!

Cars and Transportation — It’d be really cool if they could *feasibly* develop a car that could transform. A car that could be a single-passenger when commuting, but it could expand/transform into 2, 3, or 4 seats when it necessary.

Political Ideology — What if a given political ideology’s thoughts/plans don’t work unless they can be fully implemented? And because there’s a split in Parliament/Congress, it’s worse. But what if when either party had total control, it’d be worse than this middle-ground between the two ideas?

LeBron James vs. Michael Jordan — A few weeks before the conversation about LeBron vs. Jordan started, I’d had it on my to do list to write about it. I was a bit peeved when the conversation started (without me), but there were some interesting (and some not) things written about it. I think it’s extremely difficult to compare players across decades. It’s akin to comparing players across sports! I remember a few years ago when there was talk that Alex Rodriguez would be the greatest baseball player ever. I think it’s safe to say that conversation has died down a little.

Fear of Public Speaking — I was thinking back to one of the first times I had to stand up in front of a group of people and give a speech. I don’t even remember what I spoke about — but I do remember one of the speeches from my classmates who did quite well (it was about the NBA dunk contest). As I watch some folks present in front of rooms, I can empathize with their nervousness. Heck, even I still get a bit nervous sometimes. One thing I’ve learned — it’s really about repetition. The more times I’ve spoke in front of groups of people, the less nervous I get the next time I go up there. (On a slightly related note: I’d say another key factor in minimizing fear of public speaking is the extent to which you’re prepared to speak on the topic. Read: know your stuff!)

Focus on Labor — I’ve never been the CEO or a highly placed Vice President of a company, but from an outsider’s perspective, I always have a hard time understanding the lack of focus on the labor force. At times, it really looks like labor is the key to success. If the labor force is well taken care of, production and profits tend to do well. It reminds me of that post I did about sustainability and pitchers. The relation here is that when management takes care of the labor force, it is with an eye towards long-term sustainability.

Life, Liberty, and Property? — Why is property so valued? What about nomads or North Americans who show us that land isn’t to be owned? What about animals? They don’t seem to own land.

Star Trek: Inheritance — This is an episode from the final season of Star Trek: The Next Generation. The gist of is that Data has to decide whether or not he’s going to tell his mother that she is an android (when she believes she’s a human). In thinking about this episode, I wondered about the ethics of telling someone they aren’t who they think they are. What about an adopted child?

Social EntrepreneurshipGeorge Mason University‘s Center For Social Entrepreneurship has a massive open online course (MOOC) in social entrepreneurship. If you wanna learn about social entrepreneurship, this is a great place to start!

“I AM” — I saw the movie I AM quite some time ago and there were some cool things that stood out to me. I’ll be brief:

  • The HeartMath Institute — check them out! They’re doing some fascinating work.
  • Animals are more likely to cooperate than we may have first thought. There was a reference to a journal article about how a herd of deer decided to go in a given direction after hydrating at a water hole.
  • Rumi poetry is medicine for the soul.
  • I am continually amazed at the kinds of things that are correlated with Random Number Generators.
  • Did you know that the word “Love” appears 95 times in Darwin’s “The Descent of Man?”
  • A great quote that Desmond Tutu read: “God looked at me and said, all I have is you.”

And so that clears off most of my list. Look for a new post sometime in the next month, but probably not for the next 3 weeks. Happy end of April and early May!

Applying the Broken Windows Theory to Domestic Violence and Gangs

In my Public Administration class the other day, we were reviewing a case that played a role in the lead up to the Violence Against Women Act (VAWA) passing in 1994. Reading about a man killing a woman when he was supposed to be in jail is heartbreaking. The case leads us to believe that bureaucracy played a role in the man not being in jail when he was supposed to be. I hear that argument, but I think it’s weaker than it lets on.

Anyway, during the ensuing discussion of this case (as viewed through the lens of Max Weber and bureaucracy), I was reminded of the broken windows theory:

The theory states that maintaining and monitoring urban environments in a well-ordered condition may stop further vandalism and escalation into more serious crime.

Meaning, if a window is broken, instead of waiting for months to fix it, fix it right away. In this way, it demonstrates to the surrounding area that this community is a place that takes care of itself — and by extension — isn’t a breeding ground for crime and unsightly behavior. The broken windows theory — on its own — doesn’t really apply to bureaucracy and VAWA. Remember that Mayor Giuliani made a big push in NYC to implement this theory. My thought was: why don’t we apply the principles of the broken windows theory to an order of magnitude above broken windows?

To expand: another reason offered as to why the man in the case above was able to kills his ex-girlfriend was because the authorities were busy focusing on the gangbangers. So, to apply the broken windows theory: focus on the domestic violence cases or those crimes that are perceived to be as lower priority than gangbangers and maybe the gangbanging will take care of itself? I want to emphasize that I’m not judging as to which is more important (gangbangers or domestic violence), but in the way that the priority is given to the gangbangers, I wonder if instances of domestic violence (or similar crimes) were focused on, would that then cut off the “supply” of those people who join gangs?

Statistics Without Context Are Useless

In preparing for the classes that I teach on Tuesday, I was re-reading the assigned chapters in the textbook yesterday. This week, we’re covering cross-cultural management. A few pages into the chapter, I was dismayed to read the following:

“Here are a couple of positive signs: 2008 saw record numbers of foreign students (623,805) studying in the United States and US students (241,791) studying abroad.”

Does anyone know what’s wrong with this? After reading this paragraph, I took to Twitter to respond. Let’s go to the tweets!

 

 

 

 

To summarize: statistics without context are useless.

To better contextualize the numbers offered in the textbook, the author would need to tell offer some numbers on the recent number of foreign students studying in the US and likewise, US students studying abroad. That is, are the numbers trending up? Downward? Was this year an anomaly?

More importantly than earlier years, would be to fully contextualize it by offering percentages. Is the percentage of foreign-born students studying in the US higher than it was last year? What about for US student studying abroad?

Simply offering these absolute values is, in a sense, misleading. It conveys to the reader that foreign study is trending up, when in fact, it could be on the decline. By having more students studying (in general) there is a higher number of students who could study abroad. And that’s why it’s important to have percentages (in this case). In some cases, percentages won’t be helpful. It really all depends on the question you’re trying to answer or the information you’re trying to convey.

Conscientiousness in the Classroom, Conscientiousness in Completion

I teach organizational behavior (OB) at the undergraduate level. Well, to be more specific, I’m a TA for OB at the undergraduate level, but because of the structure of the class, students rarely see the professor for the class and spend most of their time interacting with me as the person at the front of the classroom.

This past week we talked about individual differences — personality. Naturally, we spoke about the Big 5. In reviewing the dimensions of personality we read through some scenarios together and had to identify which personality dimension was implicated. In one of those scenarios, we read about someone faced with a dilemma:

It’s Friday and her friends have invited her out to a concert and she also has plans for Saturday/Sunday. However, she has assignments that are due on Monday.

For folks that know about the Big 5, this example is clearly implicating the Conscientiousness dimension of the Big 5. Why am I telling you all of this? Well, because this happened to me this weekend. It’s not completely surprising that this would happen to me because I usually score very high on conscientiousness, but I thought it was rather coincidental that it happened the same week that we were discussing this concept in class.

Both of the classes I have this semester occur on Monday (afternoon and evening). For both of these classes, I’ve got quite a bit of reading to do, which is okay, but since these classes are outside my field of expertise, some of the reading takes longer (as I have to look up words — from time-to-time — to contextualize my understanding).

If I think back to my days an undergrad, I’d often find myself reading on Sunday night/evening, to make sure I was prepared for class on Monday morning. This weekend, something different happened: I spent most of the day Friday and most of the day Saturday working — really hard. As a result, when I sat down to dinner on Saturday evening, I felt relaxed because I knew I had very little work to complete on Sunday. This feeling… is wonderful.

The Marshmallow Study Revisited: Context Matters!

A little over a week ago, the University of Rochester published some research that ‘updates’ the marshmallow experiment. I have to say, I’m quite pleased with the findings. Previously, it was thought that the participant’s ability to control themselves from eating the marshmallow in front of them and hold out for the second marshmallow was an indication that the participant may be more likely to succeed in the future. With this updated addendum, if you will, it now seems that there is more to the experiment than simply self-control.

For those people who follow American politics, it’s quite understandable as to why this happened. Every 10 years, there’s a Census in the US and as a result, an update on the population of the states. By extension, those states are then responsible for redrawing the districts [areas of representation]. Since the 2010 election was one where there was a great deal of Republicans swept into office, it made it easier for them to redraw the districts in a way that made it easier for members of their party to keep their seats. This is known as gerrymandering and it’s not unique to the Republicans. had the Democrats won, they most certainly would have done the same thing.

Higher Education is More Like Telecommuting and Less Like Newspapers, Part 2

In yesterday’s post, I looked at higher education in comparison to newspapers and to telecommuting. My conclusion was that higher education was more like telecommuting than newspapers (with regard to the introduction of technology). There’s one thing that I didn’t really touch on, but that I think is important: MOOCs.

With the development of massive open online courses (MOOCs), higher education can be broadcast to a wider net. That is, people who might not have otherwise had access to education will now have access to this education. I think that this is a great by-product of MOOCs and online education, in general. This even gives access to folks who might not have been able to take time out of their busy lives to attend classes to now be able to learn things (I’m thinking about working parents).

So, while online education seems like it might be disruptive to higher education, I don’t think it’s going to be that much of a hindrance to the current market of higher education. Of course, there will be some decline, but I don’t think it’ll be as big as folks are predicting. In fact, I think that these MOOCs will actually open up and create new markets for which higher education can then compete in.

We’re seeing some universities breaking into online courses. Heck, my first Master’s was through a hybrid program where most of the learning was done online! George Mason University seems to be taking advantage of MOOCs, too. I recently heard that the Mason Center for Social Entrepreneurship has published a MOOC in social entrepreneurship! Be sure to check it out.

Like I said yesterday: online education is sure to have an effect on higher education, but I don’t think that it will “end higher education as we know it.” I think for that to happen, it’ll take something like the technology I was talking about with CNN and the holographic presence.

Higher Education is More Like Telecommuting and Less Like Newspapers, Part 1

I came across an interesting article in The American Interest magazine a couple of days ago. It was by way of tweet (as it most often is). This tweet came from one of the professors at George Mason University, Prof. Auerswald. He’s done some really cool stuff, so be sure to check ’em out! The tweet which led me to the article:

Intriguing, yes? Well, it was to me, so I proceeded to read the article from the magazine. As for the argument that universities are going the way of the newspaper because of the internet — I don’t necessarily agree with it.

In fact, I think that higher education will go the way of telecommuting more than it will the way of newspapers. What do I mean? Well, telecommuting first became popular last century. It only existed as a possibility from about the 1970s on. By now, you’d expect that lots of people would telecommute, right? Depending on your definition of lots…

Total Number of US teleworkers

This graphic shows that there are only about 3 million total employees who telecommuted in 2011. If I were asked to guess in 1990s how many folks would be telecommuting in the 2010s, I would have guessed waay more than 3 million — as I’m sure most people would.

Higher education — learning — has, for the most part, been an in-person thing. People enroll in university and spend the next 4-5 years living on- (or off-) campus taking classes. In that time, they may also join student organizations, hold internships, and meet a whole bunch of new people. Some of those people become their friends for the rest of their lives.

MOOCs do not have the same qualities of in-person education. Learning online (or on your own) won’t necessarily reap the same benefits of attending university.

I understand the argument and the correlation between newspapers and higher education makes sense, but I just don’t buy it. I don’t believe that higher education will go the same way as Newsweek or other publications. Higher education is more than just the degree. That’s not to say that some consumers won’t choose to go the way of online learning, but I don’t think that it will pull enough folks away from wanting the in-person learning. This is why I think MOOCs and online education is more likely to go the way of telecommuting.

That being said, I do think that MOOCs present a major threat to the higher education market because consumers will perceive it as a shortcut to a degree.

And more than that, I think that advances in telecommuting could shift the way we telecommute — and by extension — higher education. In fact, I remember during the 2008 election, CNN had a “virtual presence” technology wherein one of their guests was somewhere else entirely, but there was a holographic representation of them in the studio (with which Wolf Blitzer was interacting). That was 4 years ago!

I don’t know what happened to that technology (if it’s being developed for commercial use, etc.), but I think that could seriously change the way we interact. I think if that technology were introduced on a larger scale, that would certainly increase the number of telecommuters. Similarly, I think that would have a chance at seriously changing the face of higher education. This technology, assuming it’s “just as good as being there,” would allow folks to be in the comfort of their basements (or virtual presence studio?), while still being at work or in a classroom.

Just as a closing: anything written about the future is inherently flawed. There’s no way to know (for sure) what will happen or won’t happen in the future. So, while these are some predictions or guesses I’m making about the future, they may turn out to be wildly wrong (or surprisingly right).

If You’re a Senior Executive and You’re Not on Twitter, You’re Doing It Wrong

I’ve seen a number of articles in the past 12 months (here’s one, and another, and another still) that discuss CEO’s and social media. Of the three I pointed to in the previous sentence, two are for and one is against. On the whole, I think the majority of what I’ve read in the popular press is that CEOs should be on social media. There are a number of good reasons (know your market, humanizing your brand, appearance of accessibility, etc.), but I learned of an externality last week.

When I was at the Appreciative Inquiry (AI) event, I was with a number of staff at George Mason University. Our aim at this event was to share positive things about Mason, which is one of the purposes of AI. During this sharing, it was possible to overhear conversations of other groups around the room (especially when there was a pause/lull in my group’s discussion). In a couple of these silences, I overheard groups talking about the President of George Mason University — Angel Cabrera — who is known for, among other things, being on Twitter.

In fact, a couple of these people who were talking about it, mentioned that this was the reason that they joined Twitter — just so that they could follow the President! And this isn’t the only time that I’ve heard of faculty/staff joining Twitter just to see what the President was saying. While these pockets of people saying this may not be a representative sample, it certainly seems like it might be the beginning of a trend, or at least something that’s worth noticing.

In a couple of the articles I mentioned in the opening paragraph, the authors specifically point to social media being a way for CEOs to connect with their employees. After hearing about these folks at Mason who joined Twitter just for President Cabrera, I can see other benefits, too. Once these folks are on Twitter, they may be more likely to follow other conversations and continue their learning/development. But more than that — for the company/brand/organization/school, these employees will be showing potential customers/employees another window into the workings of the company/organization. That may have been a confusing sentence. By being on Twitter, these employees could offer a window of what it’s like on the inside.

So, while there are obvious benefits of CEOs partaking in social media, I think it’s important to point out some of the externalities that result from CEOs being on Twitter  — namely — their employees joining Twitter. As you’ll notice in the title of this post, I would argue that senior executives should join Twitter, so not just the CEO (or President, in the case of George Mason University). In fact, at George Mason University, you’ll find that President Cabrera isn’t the only senior executive on Twitter. Mason’s Provost (Peter Stearns) is on Twitter, the Dean of the College of Humanities and Social Sciences (Jack Senser) is on Twitter, the Dean of the College of Education and Human Development is on Twitter (Mark Ginsberg), etc.

So — if you’re a senior executive, make your way to social media — now! And for all the employees out there, head on over to social media to check and see if your company’s/organization’s senior executives are on Twitter… you never know.
